San Diego Police Department (SDPD) accesses Esri’s suite of tools for police through the City of San Diego’s Enterprise License Agreement (ELA). In 2012, the City agreed to pay Esri up to $325,000 per year for software, maintenance, training, and conference registrations. By 2023, this had ballooned to $1,353,500 in products, maintenance, training, and conference registrations per year.

According to information provided by the City, in 2023, the City projected that in the next year SDPD would have the largest number of Esri users in the City government. Over one third of the City’s ArcGIS users were projected to be from the SDPD, with 2,300 ArcGIS Enterprise Viewers, 30 ArcGIS Enterprise Mobile Workers, 14 ArcGIS Enterprise Creators, 15 ArcGIS Online Creators, and 10 ArcGIS Online Viewers from SDPD. The high number of users may indicate that SDPD’s officers use ArcGIS in their vehicles or on their SmartPhones.

Every year, Esri hosts a week-long User Conference at the San Diego convention center, with talks, trainings, sales pitches, and a vendor fair. There is also a weekend-long, pre-conference Esri Safety and Security Summit, that hosts talks, meals, and vendor displays for law enforcement, public safety, and defense users. Since 2014, SDPD has sent 2-9 police to attend the conference.
